Francoise Sanon, also known as Vae Victis ("woe to the defeated") is a former UC Navy admiral, a notorious war criminal, and the genetic template of Hadrian. Believed to be dead by the galaxy at large, Sanon is in reality still alive in captivity, held prisoner in Subsection Seven beneath the MAST Tower. His continued existence is one of the United Colonies' best kept secrets. The UC leadership typically refer to him as "the prisoner" or "the man downstairs".

Background[edit]

Sanon was once considered the great military mind in the UC, and ultimately rose to the rank of fleet admiral and command of the entire UC military. He was considered such a valuable asset that the UC decided to clone him, creating Hadrian. Francoise's duties left him little time for his ersatz daughter, however, and Hadrian was raised by a surrogate family.

Sanon commanded UC forces during the Colony War. He ordered UC ships to fire on civilian vessels at the Battle of Cheyenne and ordered the bombing of the Londinion Spaceport to contain the Toliman II Terrormorph outbreak.[1] Ultimately, Sanon's genius failed him, and the UC was forced to call a ceasefire. As part of the Armistice, the Freestar Collective demanded that Sanon be tried for war crimes. The UC agreed. He was found guilty, and sentenced to death by lethal injection.[2][3]

However, the UC leadership at the time considered Sanon too valuable an asset to dispose of so easily. His execution was staged using a nonlethal sedative, and imprisoned him in Subsection Seven. Eventually, Sanon was asked to assist UC task forces hunting down escaped war criminals, using his personal knowledge of many of his compatriots from the Colony War.
