Topher Ugowat is a deceased resident of New Atlantis's Well, who you can locate inside of his self-described "mansion" in the southwest section. It is the apartment above and across from Jake's, although the passage to it is a bit further away behind a red security door. The specific hallway passage where it is located is visited during Tapping the Grid. He was killed by Big Bruno, a Robot Model S that he stole from an illegal dealer he convinced to do business with him. The dealer alerted him of how stupid it was to renege on paying him, as he had the means to remotely activate Big Bruno to kill him if he would not pay, which Topher took as a bluff. The death of Topher indicates this was not the case. However, it appears that Topher was also correct that Niko could not locate where Topher lived (or he was not willing to risk visiting the crime scene), as his belongings, including the payment he withheld for Big Bruno, is still there, twenty days later.
You can find an Eon with ammo on his person, not that it helped against Big Bruno. He wears Blue Collar Offwork Duds and a Blue Collar Offwork Hat. He also has some Credits, two containers of milk, and Topher's Key. The key can be used to unlock the safe, next to his bed.
Inside his apartment you can still find Big Bruno, and Topher's Inbox, which will clue you in on how precisely he died.
