Helena Chambers is the former administrator of Starstation RE-939. Her ID is SSCOM1327:HCHA. After it's fall to Va'ruun Zealots, she became a barista at the New Atlantis Spaceport TerraBrew. This is likely due to her failure to initiate evacuation protocols leading a preventable deaths during the raid, as stated by a conversation when the Player first arrives in New Atlantis.
When you first arrive at New Atlantis you see her as part of a refugee group from Starstation RE-939 beeing welcomed by UC Functionary Brooks and someone from UC Security. Brooks reprimands Chambers for failure to initiate evacuation protocols when Va'ruun Zealots breached the station's perimeter.
