Representative Chisolm is a representative for the Freestar Collective to the United Colonies and a regular visitor to New Atlantis.
When you return to New Atlantis spaceport after your first visit to the Lodge you can witness an argument between him and Officer Wilkes wo arbitrarily denies him entry into the city because of a regulation Wilkes made up. Chisolm is aware that envoys haven't needed diplomatic visas since the ende of the Colony War and accuses Wilkes of making up the regulation, but there is nothing he can do about it. You can offer him your help he apologizes for being flustered and asks you to go to the Freestar Collective Embassy and speak to a diplomat.
