Representative Chisolm is a representative for the Freestar Collective to the United Colonies and a regular visitor to New Atlantis.
When you return to New Atlantis spaceport after your first visit, you can witness an argument between him and Officer Wilkes. Wilkes arbitrarily denies Chisolm entry into the city, citing New Atlantis Security Charter, 2308 addendum, article II section 8 (a regulation Wilkes made up). Chisolm is aware that envoys haven't needed diplomatic visas since the end of the Colony War and accuses Wilkes of making up the regulation. If you offer him help, he apologizes for being flustered and asks you to go to the Freestar Collective Embassy and speak to a diplomat.
