Officer Wilkes is with UC Security.
When you return to New Atlantis spaceport after your first visit, you can witness an argument between him and Representative Chisolm. Wilkes arbitrarily denies Chisolm entry into the city, citing New Atlantis Security Charter, 2308 addendum, article II section 8 (a regulation Wilkes made up). He calls this a little game he plays to make sure Chisolm knows who is boss in New Atlantis. He is bitter about the Freestar Collective breaking the Armistice and winning the Colony War. His uncle died in the colony war.
