Elias Cartwright is the mayor of Akila City. He is the husband of Mary Cartwright and the father of Emily Cartwright. While a popular mayor, he is criticized for painting too rosy a picture of Akila City, overlooking the squalor and poverty of The Stretch.

The Cartwright family reside at Cartwright Manor in The Core of Akila City, and is one of the prestigious founding families. He is appalled by the idea of a nouveau rich businessman from Neon owning property near him.

He sits on the Freestar Collective's Council of Governors.
