Javier Mejia is a recent customer and now friend of Harbhajan Viyas. Javier is a trader who sells off-world items to the local farmers. He's a former addict. Harbhajan came to fix his radiator, called a medic, and visited during rehab. Now he's engaged to Sadie, whose father works in Freestar Security. Her father views Javier as an addict and homewrecker. When they met, Sadie was two months pregnant by another guard who had abused her. She fled to stay in The Low House. Javier seems excited about starting a family with her.
