Billy Clayton is a maintenance worker found in northern Ebbside outside Frankie's Grab & Go. He is an informant for Jaylen Pryce, keeping an eye on the ship traffic traveling to and from the city. He is being dunned by loan shark Emmet Goodman for his dead brother's debts, who may have been responsible for the brother's death.
