Huong Le is a cheerfully optimistic street panhandler. She wears a fishworker poncho outfit. It is implied that she may have a mental illness as the cause of her homelessness. By her own admission, she has been panhandling for 6 years. She talks about improving her panhandling business skills.
You can donate 25 credits to her. After donating to her for the first time, she will accept a donation once per day. Per donation, the next time you speak to her (at least 24 UT later), she will give you a random aid item: anything from food to medicine.

- In the quest Balancing the Books, the player has the option of trading her missing "spreadsheets" for the tablet. There are a total of 3, written on napkins, with just 5 lines of items: month, income, expense, profit/loss, and total savings. Her highest total savings was 88 credits.
- Using console commands and checking her inventory (or killing her), she actually has a (level dependent) minimum of 700 to 1600 credits, level dependent handgun with ammo, a level dependent chem, and at least 1 leveled food and/or drink item.
