A street 'pan handler' who is involved in the quest Balancing the Books and of whom you can donate 25 credits to.
After donating to her for the first time, she will accept a donation once per day. Every day you donate to her, the following time you speak to her (at least 24 UT later), she will give you a random aid item: Anything from food to medicine.
After doing this for up to two in-game weeks no changes have occurred.
It is implied that she may have a mental illness as the cause of her homelessness, as her mindset -- while eternally optimistic -- is clearly flawed. From her own admission, she has been pan handling for 6 years.
Balancing the books[edit]
The player has the option of trading her missing "spreadsheets" for the tablet. There are a total of 3, written on napkins, with just 5 lines of items: Month, Income, expense, profit/loss, and total savings. Her highest total savins was 88 credits.

Strangely, if using console commands and checking her inventory (or killing her), she has 878 credits on her. Wields an Eon, a single "cunks pie" and 21 7.77mm ammo.
