Form ID is used to identify an item. Base ID and Ref ID are both types of Form ID. A Base ID refers to a stock asset in the game files, so you can create copies of whatever by using the base ID. The Ref ID is for specific instances, and for things that will always be in the game (like specific NPCs) that ref ID can be very important.
