Allows adding custom Gameplay Options which are available from the settings menu.

Gameplay Options are new as of early-2024 and the feature is still evolving
As of game version (todo: get version)
GPOs must be included in a [SFM:Gameplay Option Group|] in order to be displayed. a root group is not required.
Group names are not displayed, and the placement of options is based on load order(?). Some creators are adding a blank option to create a visual gap -- no best practice exists and BGS may show group names in the future.
