Proposal 10.3.5 requests permission to reopen the trade channels with the Settled Systems. In addition to increasing our own profit, reopening channels will grant the Ministry of Conjunction Envoys easier access to information needed for our own security purposes. This would also reduce the current cost paid to smugglers who are able to charge higher prices due to the need for secrecy.
