Official Summary

"Actors player hasn't seen before recalc when they load in for the first time. This wipes our any data you might have set on them previously. Putting an actor in a Non-Start Game Enabled quest alias prevents that.\n\nSo for any actors you want to set data on player loads, can be put into the refcollection alias in this quest. (This was originally done for Companions/Crew/Followers who might be offscreen when the SQ_ActorRolesScript changed their data)."
